The Marshal Fire Income-Qualified Rebate Program is offered by Xcel Energy and administered by Energy Outreach Colorado (EOC). This partnership is offering attic insulation removal and replacement, and air sealing to Boulder County (ONLY) residents who income-qualify.

Is income documentation required?
Yes, the call agent will walk you through this process. NOTE: If you are a recent recipient of LEAP benefits, you automatically qualify.
What can the rebate be used for?
The rebate can only be used for professional attic insulation removal and replacement, and air sealing.
How much will the rebate cover?
The direct to contractor rebates may cover up to $8,000 of work. An Xcel Registered Insulation and Air Sealing Contractor must perform any qualified installation. Eligible households seeking reimbursement for work already paid to an Xcel Registered Contractor should also apply to the program for further information.
Once you are approved for the rebate, you will receive a list of qualified contractors who can perform this work. You will contact one of these contractors (only) to schedule the work. The contractor will professionally remove the smoke damaged insulation, install new insulation, and perform air sealing. You will not have to pay the contractor – Boulder County or Energy Outreach Colorado will pay them directly.
