Colorado’s Affordable Residential Energy Program

Colorado’s Affordable Residential Energy (CARE) program provides income-qualified Coloradans in participating counties with free home energy efficiency upgrades.

Qualifying Assistance Programs

If a member of your household participates in one of the following programs you automatically qualify for CARE (with proof of benefit).

Aid to the Blind (AB)Aid to the Needy Disabled (AND)
LEAP (Utility Bill Assistance)Old Age Pension (OAP)
Section 8 Housing
Supplemental Nutrition Assistance Program (SNAP)
Temporary Aid to Needy Families (TANF)Women, Infants and Children (WIC)

How It Works

Energy Outreach Colorado will connect you with a local agency to conduct a home energy audit.

A selected contractor will install qualifying upgrades to your home.

Upgrades may include insulation, refrigerators, LEDs, shower heads, air sealing, and qualifying furnaces and water heaters.

How To Apply

Please fill out a CARE Application by clicking the button below. If you rent your home, you will also need your landlord to sign a consent waiver. To apply, you can either mail or email the completed application.  Contact information is listed on the form.

The application review period could be up to 4-5 weeks. You will receive a response via email.

If your Utility or County is not a participant in the CARE Program

Check into the Colorado Energy Office Weatherization Assistance Program (WAP)

WAP provides free energy efficiency services for income-qualified Coloradans. With eligibility, you will receive an energy audit to identify potential upgrades that will then be installed by certified technicians with no cost to you.

How to apply to WAP

WAP is administered by eight regional partners.  To be eligible, applicants must provide proof of income or enrollment into one of the qualifying assistance programs.
