As one of the largest and most ambitious energy assistance organizations
in the country, Energy Outreach relies heavily on its partnership with
emergency assistance agencies across the state. These agencies form the
Charitable Energy Network, which handles the distribution of Energy
Outreach funds
to those in need.

The network was established in 1994 after Energy Outreach Colorado determined it was
critical to be able to get energy assistance funds to needy families
year round. Up until then, Energy Outreach had contributed all of its funds to the
state Low-income Assistance Program (LEAP), which operates from November
through April distributing a federal block grant to Coloradoans who meet
the federal low-income guidelines.
Agencies participating in the network are as varied as the Coloradoans
they’re committed to helping. Some are faith-based organizations, others
are government offices. Some are dedicated to helping the ill; others
are dedicated to helping the elderly or military personnel. One of the
largest is Catholic Charities, which operates throughout the state to
help thousands of Colorado families and seniors pay bills, find work and
improve their lives.
