FILLING THE GAP IN ENERGY ASSISTANCE
Energy costs have tripled over the past three years in Colorado, but federal funding for energy assistance has not kept pace. Energy Outreach Colorado is working to fill the gap so that needy households in our communities don’t have to do without such necessities as medical care, food and housing to pay their energy bills.
Fortunately, Energy Outreach has been successful in advocating for increased funding at the state level. During the past year, EOC helped introduce legislation that led to these successful outcomes:

ENERGY OUTREACH DISTRIBUTES RECORD $6.75 MILLION IN COLORADO
As Colorado’s energy prices continue to soar, the need for energy assistance is reaching crisis proportions. To help with this critical need, Energy Outreach Colorado distributed a record $6.75 million in grants between Nov. 1, 2004 and Oct. 31, 2005. This included $3 million to 97 emergency assistance sites across the state for utility bill payment assistance, $3.15 million to Colorado’s LEAP program for energy assistance, and $600,000 for projects to improve the energy efficiency of affordable housing.
Energy Outreach Colorado has been dedicated to helping Colorado’s most vulnerable individuals and families meet their home energy needs since 1989. We are the only organization in the state that raises money through donations and grants to help senior citizens on fixed incomes, individuals with special medical needs and income-qualifying families pay a portion of their energy bills to avoid shut offs.
We also provide longer-term solutions through energy efficiency education programs and grants to improve the energy efficiency of affordable housing. Because of our expertise in these areas, we advocate on behalf of low-income energy users in negotiations with the Colorado Public Utilities Commission, the Colorado General Assembly, and with gas and electric distribution companies.
Our organization was created by the Colorado Commission on Low-Income Energy Assistance to raise additional energy assistance funds to supplement dwindling Federal Grants. Since then, we’ve generated nearly $58 million for utility bill payment assistance, weatherization programs and energy efficiency grants.
In 2005, we were gratified to receive the highest rating given by Charity Navigator, a national and independent evaluator of charity organizations. It was our fourth consecutive year to receive the four-star rating, which recognizes exceptional financial health and high performing programs. On average, our administration costs are just 6% of our total budget, allowing more of your dollars to go directly to families in need.

Energy Outreach Colorado strives to be Colorado’s leading organization dedicated to efficient delivery of cost-effective energy assistance, energy conservation and energy education for low-income households to maintain their well-being and encourage self-sufficiency.


ENERGY ASSISTANCE PROGRAM
To help Coloradans cope with energy costs that doubled in two years, Energy Outreach Colorado distributed $6.15 million in 2004-05 to help more than 105,000 low-income families, seniors on fixed incomes and individuals with special health needs pay a portion of their home energy bills.
More than one in five Colorado households qualify as low-income and eligible for assistance under Colorado income guidelines, according to 2000 U.S. Census data. Without assistance, many are forced to choose between heating their home or other basic necessities like food or medical care. Energy Outreach granted $3 million for energy assistance to the Charitable Energy Network of 97 emergency assistance sites across the state.
These agency partners – including Salvation Army, Catholic Charities, Association for Senior Citizens and Metro CareRing — identify and work with struggling families in their communities. Funds are administered as direct payments to local utility and fuel companies. This program began in 1994 and funds energy assistance year round. The average payment amount provided by these agencies to keep people from being shut off was $290 – an 11% increase from the previous year.
In addition, Energy Outreach Colorado contributed $3.15 million to the state’s Low-Income Energy Assistance Program (LEAP), a federal block grant administered in Colorado by the Department of Human Services. Colorado’s LEAP program runs November through April and assists families at 185% of the federal poverty level or below. EOC’s funding is about 10% of their total distribution and helped increase the average benefit for each of the nearly 100,000 recipient households to $366 in 2004-05 — up 14% from the year before.
To increase awareness about energy assistance and to help income-eligible families apply for assistance, Energy Outreach sponsored an Energy Assistance Expo in Denver. Volunteers from the many organizations and agencies that partner with EOC provided information and helped attendees fill out applications for energy assistance and other aid.

ENERGY SOLUTIONS PROGRAM

To provide a longer-term solution for helping needy Coloradans manage their energy costs, Energy Outreach Colorado funds increased energy efficiency measures for affordable housing, efficiency education and weatherization programs.
As part of our outreach efforts, we manage a toll-free hotline 1-866-HEAT-HELP (1-866-432-8435). It provides information about how to apply for assistance, where to go for help, how to weatherize a home, and how to donate money for energy assistance.
In 2003, Energy Outreach and the Ad Council launched a national public service advertising campaign targeted toward children and their parents featuring the Energy Hog. In 2005, this successful campaign was transferred to the Alliance to Save Energy to expand its national scope. EOC continues to offer a free educational program called the Energy Hog Traveling Road Show to elementary schools with a free or reduced lunch program. The program teaches students how to be smart energy users and educate their families about saving energy and reducing energy bills. In 2004-05, the program reached more than 300 teachers and 7,500 students in 67 schools.


2004-2005 GRANT PROJECTS
For 2004-05, we awarded $600,000 for 20 initiatives to improve the energy efficiency
of affordable housing. Through these grants, about 500 low-income families and
individuals are benefiting from significantly reduced utility bills.

Boulder Housing Coalition
Funded energy upgrades in two co-housing homes. Included: ceiling, crawlspace and wall insulation, 5 low-e windows, air sealing, partial costs for solar hot water, vapor barriers and door upgrades.

Center For Resource Conservation, Boulder
Provided funding toward the installation of solar hot water heating systems for 11 affordable, low-income housing units. Estimated to provide 70% of the resident’s hot water heating needs and help lower utility bills.

City of Boulder, Office of Environmental Affairs
Funded six Energy Star® refrigerators and three high efficiency furnaces for low-income households.

Colorado Energy Science Center, Lakewood
Implemented energy upgrades in low-income homes after being analyzed by students through the Home Energy Investigation Contest. Measures included: house tightening, duct sealing, insulation and furnace tune-ups.

Colorado Housing Inc, Pagosa Springs
Funded energy upgrades in new self-help housing, including items such as Energy Star® refrigerators, high efficiency furnaces, hot water heaters, insulation and weatherization, doors and low-e coating for new windows.

Colorado Housing Inc, Pagosa Springs
Helped fund analysis and increased efficiency of space heating and hot water equipment for 7 self-help homes. Also helped fund house model designs with increased energy efficiency, safety and indoor-air quality for 24 self-help homes built in 2005. In addition, funded two passive solar house designs and their construction. Results are available to other self-help and non-profit affordable housing programs.

CO Rural Housing Development Commission, Trinidad
Funded energy upgrades for 19 new self-help homes. Measures included high efficiency furnaces, hot water heaters, duct sealing, wall insulation, and crawlspace insulation.

Colorado Springs Utilities
Upgraded the efficiency of 33 existing homes through energy audits, insulation upgrades, air sealing, compact fluorescent lighting, low-flow showerheads, water heater replacements and furnace replacements.

Community Office of Resource Efficiency, Carbondale
Funded energy upgrades for six low-income, single-family homes, including Energy Star® refrigerators, washing machines and dishwashers, high efficiency heating systems, sealed crawlspaces, low-e windows, insulation and compact fluorescent lighting. Development of blueprints for energy efficient home designs to be used by affordable housing developers and EOC constituents.

Energy Resource Center, Colorado Springs
Funded the replacement and repair of a high efficient boiler heating system for an El Paso County community shelter.

Habitat for Humanity, Metro Denver
Installed upgraded Energy Star® appliances, high efficiency water heaters, compact fluorescent lighting, mastic-sealed ductwork, increased attic and wall insulation for 25 new single-family homes in Metro Denver.

Habitat for Humanity Zero Energy Home, Metro Denver
Supported this innovative effort by funding PV Inverters, tankless water heater and solar water heating system, high efficient direct-vent wall furnace, and a heat recovery ventilator.

Northeast Denver Housing Center
Funded toward solar hot water heaters for five affordable housing town home units, providing each unit with 50–70% of hot water needs.

Project Heritage, Denver
Funded a new high efficient boiler and insulation of the ductwork for a shelter that provides housing for working low-income people.

Rebuilding Together, Metro Denver
Funded efficiency upgrades including: high efficiency furnaces, ENERGY STAR® refrigerators, attic insulation and consultations with an energy rater.

Rural Community Assistance Corporation, Oak Creek and Pagosa Springs
Funding for three, newly constructed low-income homes to collect and analyze homeowner utility data over a one-year period. Study to determine the “best” energy and cost savings technologies for application in homes located in Oak Creek and Pagosa Springs.

South Central Council of Governments, Trinidad
Provided funding for the low-income resident loan program. Participants pay for standard items but get an upgraded product. Included: ENERGY STAR® appliances, 92% efficiency furnaces, water heaters, insulation, energy efficient doors, and low-e windows.

The Uptown Partnership, Denver
Funded half the cost of a new boiler and hot water heater and half the cost of new ENERGY STAR® refrigerators for 20 families.

Valley Community Fund, Alamosa
Funded energy efficiency measures in low-income homes as determined by a community group of volunteers.

Yampa Valley Housing Authority, Hayden & Oak Creek
Funded energy upgrades for 14 self-help, single-family homes. Efficiency measures included ceiling and wall insulation, high efficiency heating systems, hot water heaters, compact fluorescent lighting, and ENERGY STAR® refrigerators. Also funded energy analysis of the homes.
